  Mr. Alonzo has over seventeen years of diverse work experience in the environmental remediation, environmental operations and health and safety fields. He has been involved in all aspects of project management including technical review, invoice review, regulatory coordination and PRP coordination for multi-party and single client Superfund and State-lead hazardous waste sites. He also has conducted several hundred field and paper health, safety and environmental compliance audits for hazardous/solid waste facilities, manufacturing and telecommunications facilities. Mr. Alonzo also has diverse environmental experience in the preparation, submittal and monitoring of environmental permits including NPDES DSW, NPDES DGW, DPCC/SPCC, hazardous waste storage (RCRA) and air permits.
   
  Mr. Baker is a Construction Manager with a broad construction and site remediation background, including fifteen (15) years of experience in field construction techniques, oversight and management.

Ms. Barkasi is a Project Manager with nine (9) years of diversified environmental project management experience. Her experience includes Superfund Site Management including: remedial investigations; remedial design and remedial action (RD/RA); leachate extraction and solidification; synthetic capping; groundwater modeling; operations and maintenance (O&M) planning and implementation; and radioactive waste processing. Specific activities performed include: acting as the liaison with PRPs (both technical and legal representatives), state and federal agencies; coordinating the development and implementation of work plans; on-site oversight of investigative, construction, and O&M activities; and development and implementation of community relations programs. She has a wide background on environmental issues and environmental policy.   Mr. Barto is a registered professional engineer with over twenty-five years of diversified environmental project management and engineering experience with industry, consulting firms, and regulatory agencies. This experience has primarily been with CERCLA or Resource Conservation and Recovery Act (RCRA) related projects. For the past seventeen years, Mr. Barto has been managing and coordinating remedial investigations, designs and field activities.

Mr. Barto's project management experience includes Superfund removal actions, remedial investigation / feasibility studies, remedial designs, remedial actions, RCRA closures, environmental permitting, and construction management. These efforts required interfacing with state and federal regulatory agencies under the framework of various environmental programs. Project management responsibilities have also included preparation of design plans and specifications, retention of bids, award of contract, construction oversight, facility start-up, and on-going operations and maintenance.

  Mr. Besca has over 20 years of experience in environmental remediation and hazardous waste treatment technologies. His experience includes direct supervision, coordination and construction management of numerous phases of remedial action and construction at hazardous waste sites including projects involving, drum removal, excavation of contaminated soil, tank cleaning and decommissioning, facility decontamination, demolition and decommissioning and on-site treatment technologies. His responsibilities over the years included the development, implementation and management of remedial, sampling and analysis, health and safety plans, preparation and solicitation of remedial contractor bids, engineering cost estimates, project and multi-task scheduling, laboratory data validation and development and implementation of site investigations. He also has an extensive knowledge of Federal and State hazardous waste regulations.

  Mr. Darwin is a registered professional geologist experienced in environmental project management and coordination of response activities. His experience base primarily consists of multi-PRP CERCLA site project management where he has provided environmental project management services to clients in the areas of removal actions, RI/FSs and RD/RAs under Superfund. Mr. Darwin joined de maximis in 1990 and has served as Project Coordinator on sites in Regions 2, 4 and 5. Project management experience includes liaison and negotiations with various regulatory agencies.

Previously, as an environmental/engineering consultant, he specialized in hydrogeological investigations along with the management of remediation projects. He assisted with the management of multi-disciplined RI/FSs, CERCLA remedial actions, and the associated tasks such as permitting, environmental data management, subcontractor management, scheduling and budgeting. Mr. Darwin has also worked as a contractor for EPA where he performed active oversight of RI/FSs at CERCLA sites in Region IV.

  Mr. Dorsey oversees the financial and management information services for de maximis, inc. In his capacity as Chief Financial Officer, Mr. Dorsey is responsible for corporate financial policies, insurance, employee benefit review, banking relations, accounting and related administrative functions. In addition, he oversees the Fund Management Services offered by de maximis, inc.

Mr. Dorsey is a senior administrator with over twenty-six (26) years of upper management administrative experience. He has performed a wide range of administrative functions including budgeting, financial administration and analysis, purchasing, contract negotiations, contract administration and all facets of human resources.

Prior to joining de maximis, inc., Mr. Dorsey served as Executive Director of Administrative Services for the City of Evansville, Indiana where he directed the operations of a cabinet level department in a city with a population of 128,000.

  Ms. Durkin is a registered Professional Geologist with over 7 years of geology and project management experience. As a project manager of several active environmental sites across the United States, Ms. Durkin has gained experience with budget establishment and management, project implementation and supervision and interaction with clients and regulatory agencies. Ms. Durkin’s experience includes designing and implementing strategies to acquire regulatory closure for LUST and Pipeline Release sites, as well as performance and supervision of field activities associated with assessment and remediation.   Ms. Fifer has over 19 years of progressive responsibility in the required and voluntary investigation, assessment, and management of environmental activities at sites governed by state and federal CERCLA, RCRA and NRC regulations. These activities generally include the oversight of construction, decommissioning, and demolition work; selection, management and coordination of remedial consultants and contractors; coordination and interaction with regulatory agencies, and municipalities; cost estimate preparation and tracking; and project scheduling and documentation. She has prepared numerous Operation and Maintenance (O&M) plans and manuals for a variety of sites (landfills, groundwater extraction and treatment). More recently, she has been involved in a number of projects that involve the investigation and assessment of vapor intrusion following federal and state guidance.

  Dr. Law has 22 years of professional experience that includes conducting and supervising environmental and geological projects as well as oceanographic activities. He is currently the Project Director for a PRP Group conducting RD/RA activities at two NPL sites in The Pinelands National Reserve in New Jersey. Responsibilities include coordination and communication with multiple contractors, the Potentially Responsible Party (PRP) Group, EPA Region II, New Jersey Pinelands Commission, county and municipal agencies, the NJDEP, public environmental interest organizations and private landowners.

He is currently the Supervising Professional for the construction and operation of three Air Sparging/Soil Vapor Extraction systems and an Oxygen Biosparging system consisting of approximately 600 sparging, vapor extraction and monitoring wells. In addition, Dr Law is providing technical oversight and project management as the Supervising Professional in the implementation of two Monitored Natural Attenuation remedies. The design and O&M plan of these systems employed phasing, extensive data collection and analyses to allowing an iterative approach to optimize both remedial construction and O&M.

He was an officer on active duty in the United States Navy where he completed his Surface Warfare Qualification onboard the US Navy's first gas turbine propelled surface combatant USS Spruance (DD-963). Dr. Law has held active duty and Reserve positions related to Chemical Biological and Radiation Defense; Tactical Oceanography in the Technology Mobilization Program in the Office of Naval Research as well as health and safety and environmental compliance. He is currently a Commander in the United States Naval Reserve.

  Mr. Lee joined de maximis in 1995 as a seasoned environmental professional. His previous experience included fourteen years in the chemical industry at varying stages of responsibility in environmental engineering and project management, and for three years in wastewater treatment operations at a publicly-owned treatment works. He is experienced in the management, implementation, and construction oversight of large environmental projects that have included lagoon and landfill closures, off-site transportation and disposal, sludge dewatering, solidification and stabilization, groundwater treatment systems, wetlands mitigation, and building demolition and decommissioning. He has been responsible for site investigations, engineering design, bidding and contractor selection, cost control, scheduling, health & safety, construction quality assurance, groundwater monitoring, air emission controls, and permitting.

  Mr. Miller is one of the founders of de maximis and has been with the firm since 1988. He is a registered professional engineer with over 25 years of diversified environmental project management and engineering experience with industry and the regulatory agencies. Most of this experience has been in the hazardous waste area with extensive experience in both the Resource Conservation and Recovery Act (RCRA) and Superfund. Mr. Miller is currently acting as project director for numerous multi PRP Superfund sites, as well as other remediation projects. Previously, Mr. Miller served as Manager, Remedial Engineering, for the General Electric Company, Corporate Environmental Programs. In that position he was responsible for over thirty (30) major remediation projects.

Mr. Miller's overall project management experience includes remedial investigation/feasibility studies (RI/FS), process design for a major incineration facility, project management for several removal actions at former recycling facilities, design/construction management of numerous cap and groundwater pump and treat systems at NPL sites, several wetland/sediment removal projects, two (2) RCRA Part B permit applications, project oversight of numerous acquisition/divestiture investigations, and numerous groundwater studies at industrial facilities. He also worked for three (3) years for the state regulatory agency in Tennessee.

Mr. Modiano has eighteen years of diversified project coordination and technical experience in the environmental field. Most of his experience has been related to managing RCRA/CERCLA Superfund Sites, preparing Remedial Investigation/Feasibility Studies (RI/FS), and overseeing Remedial Design/Remedial Actions (RD/RA). Also, Mr. Modiano has database management skills using Microsoft Access, Arcview, and GIS 2D/3D software platforms.

Mr. Modiano’s responsibilities as a project coordinator primarily consist of being the liaison between single and multiple responsible party clients, the state and federal agencies, and technical consultants/contractors. Mr. Modiano has a strong background in directly working with multiple responsible parties (RP’s) to achieve technical, executive, and steering committee goals. Mr. Modiano’s technical background ensures the RP’s that the project consultants are implementing the most technical and cost effective strategies. Lastly, Mr. Modiano’s knowledge of CERCLA/RCRA Regulations provides strong negotiation and communication skills with the regulatory agencies.

Prior to joining de maximis, inc., Mr. Modiano worked as a project manager for 7 years at an environmental engineering firm, located in San Diego, California. He designed, implemented and managed CERCLA and private industry remedial and construction field programs. The scope of the field programs required document preparation, design and implementation of assessment and remedial work plans, management of budgets and schedules, and the technical review and evaluation of data. Also, Mr. Modiano developed Remedial Investigations consisting of site assessment, aquifer testing and analysis, and groundwater modeling using Modflow MT3D.

He is an experienced project manager/coordinator working for multi-party clients with multiple contractors under various contractual structures. Project Manager/Coordinator experience includes remedial investigation/feasibility studies (RI/FS), remedial designs (RDs), remedial actions (RAs), on state and Federal NPL sites including landfills, former transportation and manufacturing facilities, and low level radioactive waste disposal sites with both soil and groundwater contamination. Mr. Potter was formerly Corporate Director of Hazardous Waste Control for AlliedSignal. He was responsible for all Superfund site investigations and negotiations with regulatory agencies. Mr. Potter represented Allied on numerous industry lead potentially responsible party (PRP) groups for Superfund National Priority List (NPL) sites.

As Vice President of Technical Litigation Support Services for Dunn Geoscience Corporation, Mr. Potter represented industrial clients during litigation involving environmental insurance coverage, acquisition and divestiture indemnification issues and agency negotiations.

Mr. Potter's project management experience includes Remedial Investigation/Feasibility Studies (RI/FS), waste minimization, remedial design, construction management, RCRA corrective action and development/implementation of an international inspection program for contract waste disposal facilities. His prior work experience also includes six (6) years with USEPA Region III in the NPDES permit program.

Mr. Rule has also managed projects involving emergency response and interim removal actions.

Mr. Rule's overall project management experience includes remedial investigation/feasibility study (RI/FS), design and construction activities. Design and construction projects include thermal treatment, air pollution control, water treatment, slurry walls, soil stabilization, material handling systems, dredging and transportation and landfill systems.   Ms. Rule is a Professional Engineer, registered in the states of Tennessee and Florida, with over 20 years of experience in process design, 18 years specific experience in the hazardous waste remediation management, design, construction and implementation. Her background includes extensive experience in the conceptualization, design, construction and operation of environmental remediation systems for addressing both groundwater and soil cleanup, including thermal and biological treatment, groundwater and waste water treatment, and air pollution control equipment. Ms. Rule's experience further includes preparation of plans, documents and detailed design, construction and operation packages for regulatory approval, regulatory negotiation, air modeling and permitting, and negotiations and permit applications for discharge to publicly owned treatment works (POTWs). Ms. Rule's experience covers underground storage tank (UST), RCRA, and CERCLA actions. Currently, Ms. Rule is acting as Project Manager and oversight contractor on multi-party Superfund cleanup projects.

Specifically, Ms. Rule has had active experience in the start up and operation of groundwater and wastewater treatment equipment, incinerators, vapor treatment processes, mobile thermal treatment systems, and carbon adsorption systems. Her management experience ranges from DOE contract management, to management of CERCLA Remedial Investigation, Feasibility Study, Remedial Design, and Remedial Action projects. Additionally, Ms. Rule has had extensive experience in the management of environmental audits, agency negotiations and communication, permit compliance issues, and specification preparation.

  Mr. Samples is a Project Manager with over eleven (11) years of diverse environmental management and coordination experience. As a Senior Project Director, Mr. Seibel has been and continues to be responsible for assisting PRP Groups and clients in the development, implementation and completion of remedial and removal response actions, as well as site redevelopment. Mr. Seibel has assisted in negotiation of consent orders and statements of work; development of work plans; bidding /selection of contractors; contract negotiation and administration; day to day management of remedial consultants and contractors; technical review of reports; financial tracking and forecasting; contractor invoice review and progress reporting. As the Group/client advocate, Mr. Seibel often serves as the technical liaison with Federal and State regulatory agencies, local government, interest groups and general public.

Prior to joining de maximis in 1991, Mr. Seibel served as a Managing Partner with a national environmental and engineering consulting firm and as a production/ geochemical geologist in the petroleum industry. Mr. Seibel is the Regional Manager for de maximis offices in PA, NJ, MA, CT and NY and is also a member of the firm's Board of Directors.

  Mr. Thompson is experienced across the spectrum of site remedial activities, ranging from Removal Actions through five-year reviews.

He is proficient in negotiating and implementing project work, from contractor selection through completion of Remedial Investigations (RI) and Feasibility Studies (FS). He has over thirteen years of experience with CERCLA and State projects, which includes directing the delineation of groundwater contamination in complex overburden and fractured rock systems, the nature and extent of non-aqueous phase liquids, technical impracticability (TI) evaluations and monitored natural attenuation (MNA) and enhanced bioremediation studies. Investigation programs have also included significant wetlands programs, including sediment and biota sampling; and delineation, remediation and restoration programs. Also manages remedy process issues, by preparing effective comments on decision documents and negotiating changes to selected remedies.

Additional experience includes coordinating Remedial Designs (RD) and Remedial Actions (RA) from contractor selection through implementation and O&M phases. Soil and sediment projects have included excavation, thermal treatment, vapor extraction, capping, solidification/ stabilization (S/S), and bioremediation. Groundwater treatment experience includes natural and enhanced bioremediation, metals removal, UV/oxidation, air stripping, and carbon absorption. Site closure projects have included UST/AST decontamination, lab material removals, asbestos abatement, and building demolition. Effectively coordinates site relations with the media, citizen interest groups, and elected officials through public presentations, meetings and by use of project-specific web sites.

His experience in the chemical industry includes successful management of capital project design, construction and startup, engineering support for operations, negotiation of environmental permits, and coordination of general regulatory affairs for a $1.5 billion chemical industry manufacturing site.

As an engineering consultant, Mr. Underwood has specialized in remediation, incineration and various other aspects of solid and hazardous waste management and permitting. Remediation experience includes project management for multi-disciplinary teams conducting RI/FS activities and Remedial Design/Remedial Action. Incineration experience includes characterizing toxic and hazardous materials with regard to suitability for thermal treatment, and conceptualization and design of incineration, energy recovery and air pollution control systems. Mr. Underwood designed and conducted RCRA Trial Burn Tests.

  Mr. Wagner has over 30 years of experience in the design, contract administration and construction quality assurance oversight of environmental and civil projects. The first 11 years were in the power industry and involved siting, permitting, design, contract administration and construction quality control/assurance for both nuclear and fossil power plants and related facilities. This was followed by 2 years of concentrated foundation design and construction quality control for civil projects. The last 17 years have focused on permitting, design, construction, and environmental remediation. Mr. Wagner has been involved with numerous projects from concept through completion of construction. He has primarily worked on projects east of the Mississippi and has overseas experience.
   
  Mr. Young is a Professional Geologist experienced in the technical development and management of all phases of Remedial Investigation/Feasibility Study (RI/FS) under CERCLA, RCRA Facility Investigation/Corrective Measure Study (RFI/CMS) and investigation and remediation of active and inactive industrial facilities. Management responsibilities include project coordination, technical review, scheduling, budgeting, technical presentation, and regulatory interface/support.

Prior to joining de maximis, Mr. Young served as a Senior Scientist with a national environmental engineering consulting firm where he specialized in the management of geologic/hydrogeologic studies gaining experience in competitive bidding, contractor selection, contract negotiation and construction oversight for remedial and removal response projects.
